The man in the hat got it wrong.Bond would experience centripetal force, from the centrifuge, against his body.The wheel would experience the centrifugal force of Bond's mass resisting centripetal motion, as an equal and opposite reaction to the centrifugal force, assuming negligible energy is lost in the crushing of his body.
Well, from the drawing, the claim that every bone in his body will be crushed is quite incorrect any way as at least some of the bones in his arms and hands will not experience any reaction force from the wheel.
Oh this does amuse me... I've had various XKCD comics on my laptop for a while now, including this one. The other day my housemate was looking at them and said the same thing Greg did!
